The Third Plenum of the 18th Chinese Communist Party closed on Nov. 12 with a major announcement that the Chinese government will establish a “Committee on State Security.” Analysts in the West responded to this new security apparatus as the equivalent to the National Security Council in the United States and many other Western countries.
