China rewards Cambodia with billions in interest-free loans for bucking defiant ASEAN alliance

China took another major step in its ambitious charm offensive in Southeast Asia by giving its client state Cambodia a $200 million interest-free, no strings-attached loan. The deal was signed in the Cambodian capital of Phnom Penh on Nov. 14.
