Japan is apparently taking up the mantle of the leader of all the nations in the region that have similar territorial and maritime disputes with China. On Sept. 24, Tokyo issued invitations to 13 Pacific and Indian Ocean nations to attend a first-ever international oceanic conference specifically devoted to freedom of navigation and international maritime laws in the Pacific and the Indian Ocean.
