New U.S. envoy urges Manila to approve rotational basing of U.S. troops

The Philippine government should expedite the process to approve allowing the U.S. to station rotational troops in the country, said Philipp Goldberg, President Obama’s new ambassador to Manila. Facing as it does a growing threat from China, the Philippines has actively sought to strengthen its defense alliance with the U.S. but allowing the U.S. to base its troops in the country has also ignited national controversy.
